Products From Abroad: Mandatory Halal Certification Extended For 2 Years

04 Nov 2024

Regulation

Effective as of October 18, 2024, the enforcement of mandatory halal certification of certain product categories from abroad will be extended until October 17, 2026. This two-year extension is crucial as it provides international suppliers with a smooth transition into compliance with the certification standards.

These products categories include:

  1. Food and Beverage Products;

  1. Raw Materials, Food Additives, and Auxiliary Materials for food and beverages; and

  1. Slaughtered Products and Slaughtering Services.

This initiative is based on Government Regulation No. 42 of 2024, which updates and replaces the previous Government Regulation No. 39 of 2021, reinforcing the country’s commitment to halal product assurance.

It should be noted that the two-year extension of mandatory halal certification does not apply for the abovementioned product categories locally produced by medium and large-enterprises. Micro and small enterprises that produce these three types of products are still given time to arrange for halal certification no later than October 17, 2026.

Expansion of Mandatory Halal Certification

In addition to the three product categories mentioned above, the mandatory halal certification will also be gradually applied to the following products:

  • October 17, 2026, for traditional medicines and food supplements, cosmetics, chemical products and genetically modified organisms, wearable clothing items, household appliances and office products, and medical equipment classified in Risk Category A;
  • October 17, 2029, for over-the-counter medicines and medical equipment classified in Risk Category B, e.g. blood pressure cuffs or steam sterilizers; and
  • October 17, 2034, for prescription medicines and moderate to high-risk medical devices, e.g. patient monitors or X-ray machines.

The Halal certification will be issued by the Indonesian Halal Agency (“BPJPH”) and remains valid as long as there are no changes in the composition of ingredients and/or the halal production process.
