Indonesia pushes onwards on implementation of MLFF Toll Road System

Indonesia remains on course for the implementation of a Multi Lane Free Flow (MLFF) non-stop toll system with partnering Hungarian company Roatex Ltd. Zrt, which has claimed that it has realized more than 30% of its US$300 million investment commitment to implement the technology. 

 

Through its subsidiary, PT Roatex Indonesia Toll System (RITS), the company claimed that it had worked to develop the relevant software, data storage, MLFF gantry installation at two locations, and a control room for the company's operations to ensure the speedy application of the system.  

 

Furthermore, under the Foreign Direct Investment Scheme, Roatex ensured that the procurement of this system would be carried out without burdening the Indonesian government budget.  

 

"We have committed US$300 million for this project. No part [of the project] uses the government’s budget. The entire fund is foreign direct investment," President Director of PT RITS, Attila Keszeg, said at the RITS Office, in Jakarta, on July 5, 2023, as quoted by Kumparan.  

 

The application of the MLFF would later be regulated by a Public Service Agency (BLU) under the government. Therefore, PT RITS would not be involved in the cash flow management of this system.  

 

MLFF is a system designed to increase the efficiency of toll roads’ travel time since it will not require drivers to stop to make payments through toll booths.  

 

Attila asserted that the MLFF system in Indonesia would be more advanced than in Hungary as Roatex had adopted a variety of new technologies in implementing the MLFF system in Indonesia.  

 

Previously, Roatex won the MLFF project tender as regulated through the Public Works and Public Housing (PUPR) Minister's Letter Number: PB.02.01-Mn/132 issued on January 27, 2021.  

 

Based on the contract, the new MLFF system would be fully transferred to Indonesia after nine years of operation. During this period, the investment funds will be returned through toll fee levies collected.  

 

Currently, there are two gantries installed out of the 400 expected to spread across Indonesian toll roads. These two gantries are can be seen on Jagorawi Toll Road near the capital city of Jakarta and Cimanggis Toll Road towards Ciawi in West Java.   

 

The trial for the touchless toll payment system trial was initially slated to be carried out on June 1, 2023, at the Bali Mandara toll road. However, the trial was postponed to December 2023 due to internal issues within the company.
