The Indonesian government has taken numerous measures to respond to the COVID-19 pandemic. This section contains a consolidated list of the measures that have or will come into effect in the very near future.

The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 26/2022 on the implementation of PPKM Level 3 to Level 1 in the islands of Java and Bali and Inmendagri No. 27/2022 on the implementation of PPKM Level 3 to Level 1 in areas outside of Java and Bali. The Inmendagris stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, until June 6, 2022. To note, the latest regulations reveal that no areas in Indonesia are designated as PPKM level 4. Furthermore, the capital city of Jakarta sees its PPKM level reduced to the lowest level of 1, meaning that further relaxations of health protocols are to be implemented such as allowing non-critical sectors to apply working from office up to 100% capacity.

The COVID-19 Task Force has issued Circular No. 18/2022 and Circular No. 19/2022 on health protocols for domestic travel and international travel, respectively. Both Circular drops the requirement of an Antigen or PCR Test Requirement for those who have been fully vaccinated for COVID-19 for at minimum 14 days before departure. Furthermore, Circular No. 19/2022 also clarifies the addition of an additional 6 entry points for international travelers entering Indonesia. It should be noted that international travelers must download the government issued PeduliLindungi mobile app to verify their vaccine certification prior to arriving in Indonesia.

The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 24/2022 on the implementation of PPKM Level 3 to Level 1 in the islands of Java and Bali and Inmendagri No. 25/2022 on the implementation of PPKM Level 3 to Level 1 in areas outside of Java and Bali. The Inmendagris stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, until May 23, 2022. To note, the latest regulations further relaxed a number of social restrictions, including by allowing restaurants to open until 2am.

The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 23/2022 on the implementation of PPKM Level 3 to Level 1 on areas outside the islands of Java and Bali. The Inmendagri stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, in these areas for two weeks or until May 9, 2022. Furthermore, along with further improvements in the COVID-19 situation, the Ministry of Home Affairs has also sees fit to allow citizens celebrate the Islamic Eid Al-Fitr holidays, which falls early in May 2022 via the issuance of Minister of Home Affairs Circular No. 003/2219/SJ on gatherings during Eid Al-Fitr 2022.

The COVID-19 Task Force has issued amendments to Circular No. 16 and No. 17 year 2022 on domestic and international travel during the COVID-19 pandemic, respectively. Circular no. 16/2022 effectively allows children between the ages of 6 and 17 to no longer require negative Antigen test results to travel domestically. Meanwhile, Circular No. 17/2022 added Tarempa Seaport in Riau islands to the country’s list of international entry ports.

The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 22/2022 on the implementation of PPKM Level 3 to Level 1 on the islands of Java and Bali. The Inmendagri stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for three weeks or until May 9, 2022. To note, only two areas have been designated to implement PPKM level 3, signifying improved conditions in regards to COVID-19 infection rates in the country’s most populated islands. The COVID-19 Task Force has issued Circular No. 17/2022 on international travel during the COVID-19 pandemic. The Circular stipulates that international travelers are no longer required to take an RT-PCR Test at the time of arrival and need only to have a negative RT-PCR test result that is valid for 2x24 hours at the time of departure. The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 20/2022 on the implementation of PPKM Level 3 to Level 1 on the islands of Java and Bali. The Inmendagri stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for two weeks or until April 18, 2022. To note, the number of areas whose PPKM level have been downgraded to level 1 has increased from 20 to 6, while the areas downgraded to level 2 has increased from 99 from 83. The COVID-19 Task Force has issued Circular No. 16/2022 on domestic travel during the COVID-19 pandemic. The Circular effectively eliminates the requirement of a negative antigen or PCR-Test Result for those who have received their third COVID-19 booster shot to travel domestically. It should be noted that those who have only received up to two shots are still required to show the negative antigen or RT-PCR Test results that is valid for up to 3x24 hour at the time of departure. The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 19/2022 on the implementation of PPKM Level 3 to Level 1 in Sumatra, Nusa Tenggara, Kalimantan, Sulawesi, Maluku and Papua. The Inmendagri stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for two weeks or until April 11. The Government has expanded Visa-on-Arrival service to 42 countries from 23 previously for foreign nationals arriving in Riau and Bali. Circular No. IMI-0533.GR.01.01/2022 stipulates the opening of the service to be extended to foreigners from, among others, South Africa, Poland, China and Mexico. The press release here*

The COVID-19 Task Force has issued Circular No. 15/2022 on Health Protocols for International Travelers during the COVID-19 pandemic. The Circular effectively eliminates the quarantine requirement for international travelers who have been completely vaccinated by, at the latest, 14 days before the time departure, and as long as the traveler can show a negative RT-PCR Test result for COVID-19 that is valid for 2x24-hour at the time of departure. The Ministry of Administrative and Bureaucratic Reform has issued Circular No. 10/2022 on the Revocation of Ministry of Administrative and Bureaucratic Reform Circular No. 3/2022 on the Ban of Overseas Travel for Civil Servants during the COVID-19 pandemic. The circular effectively allows civil servants to travel overseas for work requirements as long as they adhere to the prevailing travel regulations. The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 18/2022 on the implementation of PPKM Level 3 to Level 1 on the islands of Java and Bali. The Inmendagri stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for one week or until April 4, 2022. Inmendagri No. 16/2022 stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for another week or until March 21, 2022 in the islands of Java and Bali, while Inmendagri No. 17/2022 extends the PPKM policy in the islands outside of Java and Bali for two weeks or until March 28. To note, the number of areas in the islands of Java and Bali that has seen its PPKM lockdown level reduced to 2 has increased, with seven areas still implementing PPKM level 4, including the city of Yogyakarta.

The COVID-19 Task has issued Circular No. 13/2022 and Circular No. 14/2022 that clarifies the simplification of health protocols for travelers entering Bali, Bintan or Batam for tourism purposes, as well as the travel bubble system for MotoGP 2022 in Mandalika, West Nusa Tenggara. Circular No. 13/2022 stipulates that all fully-vaccinated travelers entering Bali, Bintan or Batam from abroad will not be required to quarantine, though the requirement of negative PCR Test result that is valid for 2x24 hour at the time of departure still applies, among other provisions. Meanwhile, Circular No. 14/2022 stipulates that all fully-vaccinated travelers entering Mandalika from abroad are also not required to quarantine as long as they are travelling within the MotoGP 2022 travel bubble scheme. The COVID-19 Task Force has issued Circular No. 11/2022 and Circular No. 12/2022 that relaxes the health protocol for, respectively, domestic and international travel during the COVID-19 pandemic. Circular No. 11/2022 stipulates that domestic travelers who are completely vaccinated are no longer required to show a negative Antigen or PCR Test Result. Meanwhile, Circular No. 12/2022 stipulates that Indonesians and foreigners travelling from abroad who have been completely vaccinated will only be required to quarantine for 1x24 hours. The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 15/2022 on the implementation of PPKM Level 4 to Level 1 on the islands of Java and Bali. The Inmendagri stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for one week or until March 14, 2022. To note, Jakarta and its greater area, as well as the city of Surabaya, saw their PPKM reduced to level 2, while the island of Bali remains at level 3. The city of Yogyakarta remains at PPKM level 4. The Ministry of Law and Human Rights has issued Circular No. IMI-0525.GR.01.01/2022 on Visitation Visa for Tourism Visits in Supporting Sustainable Tourism in Bali during the COVID-19 Pandemic. The Circular effectively allows tourists from 23 countries to receive Visa-on-Arrival as they arrive in Bali. These countries include Australia, the United States, Japan, South Korea, Vietnam, France and Germany, to name a few. This circular takes effect starting March 7, 2022. The COVID-19 Task Force has issued Circular No. 10/2020 on the Health Protocol for the Bubble System in Batam and Bintan with Singapore during the COVID-19 Pandemic. The circular establishes the travel and health protocols for Indonesians as well as foreigners who are entering Batam or Bintan from Singapore through the Bubble scheme in which travelers will be able to travel in certain areas that are within the so-called bubble set by the government. The health protocols include establishing Nongsapura International Ferry Station and the Nongsa Sensation travel area in Batam, as well as Bandar Bintan Telani Fery Terminal and Lagoi Bintan Resort in Bintan. The COVID-19 Taks Force has issued Circular No. 9/2022 on Health Protocols for International Travel during the COVID-19 Pandemic. The Circular clarifies the government’s decision of cutting quarantine period from 5x24 hours to 3x24 hours for international travelers who have been fully vaccinated. Other requirements such a negative RT-PCR Test Result that is valid 2x24 hours at the time of departure remain in effect. This Circular is effective starting March 2, 2022. The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 13/2022 on the implementation of PPKM Level 4 to Level 1 on the islands of Java and Bali, as well Minister of Home Affairs Instruction (Inmendagri) No. 14/2022 on the implementation of PPKM Level 3 to Level 1 in Sumatra, Nusa Tenggara, Kalimantan, Sulawesi, Maluku and Papua. Inmendagri No. 13/2022 stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for one week or until March 7, 2022 in the islands of Java and Bali, while Inmendagri No. 14/2022 extends the PPKM policy in the islands outside of Java and Bali for two weeks or until March 14. To note, the Inmendagri maintains its policy of implementing PPKM level 3 in the majority of provinces and cities across Indonesia. The inmendagris further stipulates the additional requirement of an adequate rate of second vaccinations in determining the PPKM level of a particular area.

The COVID-19 Task Force has issued Circular No. 8/2020 on the Health Protocol for the Bubble System in Bali during the COVID-19 Pandemic. The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 12/2022 on the implementation of PPKM Level 4 to Level 1 on the islands of Java and Bali. The instruction effectively extends the prevailing lockdown policy in Indonesia, known as PPKM, for one week or until February 28, 2022 in the islands of Java and Bali. To note, the regions of Jakarta and its greater areas, the major cities of Yogyakarta and Surabaya, as well as Bali, will continue to enforce PPKM Level 3. Additionally, a number of areas including the cities of Cirebon, Tegal and Madiun have seen their PPKM level elevated to level 4 due to an increase in hospitalization rates in the respective counties. The Indonesian COVID-19 Task Force has issued Circular No. 7/2022 on Health Protocols for International Travel during the COVID-19 Pandemic. The Circular stipulates that both Indonesians and foreigners may enter Indonesia via seven international airports, including Soekarno-Hatta Airport in Tangerang in Banten, Djuanda Airport in Surabaya in East Java, and Ngurah Rai Airport in Bali, from only five airports previously. Furthermore, both Indonesian citizens and foreigners entering Indonesia would only be required to quarantine for 3x24 hours if they have received their COVID-19 booster shots, while those who have only received their first or second shot are required to quarantine for 7x24 or 5x24 hours, respectively. All travelers are still required to have a negative PCR test result for COVID-19 that is valid for at least 2x24 hours at the time of departure, among other provisions. A copy of the Circular here*

Inmendagri No. 10/2022 stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for one week or until February 21, 2022 in the islands of Java and Bali, while Inmendagri No. 7/2022 extends the PPKM policy in the islands outsides of Java and Bali for two weeks or until February 28. To note, the Inmendagri enforces the implementation of PPKM level 3 in the majority of provinces and cities across Indonesia. However, the provisions regarding PPKM level 3 have been alleviated to allow 50% capacity for offices as well as public and recreational facilities from 25% previously. The government has also increased the number of international airports for Indonesians travelling from abroad to seven from only three previously, among other stipulations.

The Ministry of Finance has issued Minister of Finance Regulation (permenkeu) No. 5/PMK.010/2022 and Finance Minister Regulation No. 6/PMK.010/2022. Respectively, the permenkeu extends the government’s policy of providing tax incentives for the sale of certain luxury vehicles as well as for the sale of landed houses and apartments in order to counter the economic impact of the COVID-19 pandemic. The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 9/2022 on the implementation of PPKM Level 3 to Level 1 on the islands of Java and Bali. The instruction stipulates the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for one week or until January 14, 2022 in the islands of Java and Bali, while also raising the PPKM level for the metro areas of Jakarta and its greater areas, Bandung, Yogyakarta, as well as the island of Bali to level 3 from level 2 previously. Minister of Home Affairs Tito Karnavian has issued Minister of Home Affairs Instruction (Inmendagri) No. 8/2022 on the prevention and handling of COVID-19 during the Mandalika MotoGP in Pertamina Mandalika International Street Circuit, West Nusa Tenggara 2022. The instruction stipulates a maximum of 100,000 on-site viewers, and a maximum capacity of 10 percent for the festival grounds. All on-site viewers, racers, attendants, crew and officials must also be already fully vaccinated and present a negative PCR test result that is valid for 2x24 hour or a negative Antigen test result that is valid for 1x24 hour. The Ministry of Education, Culture, Research and Technology has issued Circular No. 2/2022 on Discretion Towards the Implementation of the four-minister joint decree on schooling during the COVID-19 pandemic. The circular stipulates that those areas where PPKM level 2 are implemented may limit face-to-face schooling to 50% of the class capacity. The Ministry of Finance has issued Minister of Finance Regulation No. 3/PMK.03/2022 on Tax Incentive for Taxpayers affected by the COVID-19 pandemic. The Regulation stipulates the extension of the prevailing tax incentive on income tax, import tax on certain importers, as well as final income tax for construction services. The import tax incentive is effective until June 30, 2022, while the income tax and the construction services final income tax incentives is effective until the June 2022 tax period. The Indonesian COVID-19 Task Force has issued Circular No. 4/2022 on health protocols for international travel during the COVID-19 pandemic. The Circular effectively confirms the government’s decision to reduce quarantine period for international travelers to 7x24 hours for those who have only received their first vaccine job, and then 5x24 hours for those who have been completely vaccinated. The Task Force also issued COVID-19 Task Force Decree No. 4/2022 on Entry Point, Quarantine Zones and mandatory RT-PCR for Indonesians travelling into the country from abroad. The decree effectively revokes COVID-19 Task Force Decree No. 3/2022 specifically on the subject of quarantine period, of which this latest decree mandates all travelers travelling from abroad to comply with the quarantine periods stated earlier. The decree further opens Juanda Airport in Surabaya, East Java, as an entry point for international travelers.

The Ministry of Health has issued Circular SR.02.06/II/408/2022 on Adjustments to the Implementation of COVID-19 Booster Vaccines. The Circular allows the simultaneous vaccination of COVID-19 booster vaccines in all regencies and cities for the general public. The Circular revokes the stipulation that a regency or city must first meet a minimum vaccinated population target of 70% before being allowed to deliver booster shots. The COVID-19 Task Force has issued Circular No. 3/2022 on health protocol for international travel under the travel bubble mechanism in the areas of Batam and Bintan with Singapore during the COVID-19 pandemic. The Circular lays out the requirements for travelers from Singapore to enter Indonesia via Batam or Bintan without being subject to a quarantine. This include a proof of complete COVID-19 vaccination, as well as a negative RT-PCR Test Result that is valid at most 3x24 hour before the time of departure, among other requirements. The Ministry of Health has issued Circular No. HK.02.01/MENKES/18/2022 on the prevention and mitigation of COVID-19 cases Variant Omicron (B.1.1.529). The Circular provides guidelines on how regional governments, health facilities, and other stakeholders can handle and prevent any further outbreak of the Omicron variant of COVID-19, such as the requirements for independent isolation and how to report cases. The Ministry of Health has issued Circular No. HK.02.02/II/252/2022 on COVID-19 Booster Vaccination. The decree outlines the implementation of the government’s COVID-19 booster vaccination program, such the prioritization of senior citizens and patients with compromised immune systems in the program. The decree further outlines the technical specification for the administering of vaccines that include the required dosages for recipients of booster vaccines of a different make from that of his or her first vaccine. The Indonesian COVID-19 Task Force has issued Decree No. 3/2022 on Entry Point, Quarantine Zones and mandatory RT-PCR for Indonesians travelling into the country from abroad. The decree effectively revokes COVID-19 Task Force Decree No. 2/2022 specifically on the subject of quarantine period, of which this latest decree mandates all travelers travelling from abroad to comply with a 7x24 hour quarantine period. The Indonesian COVID-19 Task Force has issued Circular No. 2/2022 on health protocols for overseas travel during the COVID-19 pandemic. The Circular establishes the health protocols mandated by the Indonesian COVID-19 Task Force Decree No. 2/2022, wherein Indonesians returning to Indonesia from abroad or foreigners entering Indonesia must be completely vaccinated, present an RT-PCR test that is valid for at maximum 3x24 hour at the time of departure, and must further comply with a mandatory 7x24 hour quarantine period at a designated quarantine zone. The Circular further outlines the dispensations, such as self-quarantine, afforded to chief representatives of foreign nations who are on active duty in Indonesia. The Indonesian Ministry of Finance has issued Minister of Finance Decree No. 226/PMK.03/2021 on the provision of tax incentives for goods in demand in the handling of the COVID-19 pandemic and the extension of income tax facilities for workers in the health sector based on Government Regulation No. 29/2020 on income tax facilities in the handling of the COVID-19 pandemic. The decree effectively extends the various tax facilities afforded to providers of drugs, medical facilities, as well as various other goods used in the fight against the COVID-19 pandemic. The Decree also extends the various income tax cuts afforded to workers working in the health sector, as well as import tax cuts afforded to companies importing the goods needed to mitigate the spread of COVID-19. The Indonesian COVID-19 Task Force has issued Decree No. 2/2022 on Entry Point, Quarantine Zones and mandatory RT-PCR for Indonesians travelling into the country from abroad. The decree effectively revokes COVID-19 Task Force Decree No. 1/2022 specifically on the subject of quarantine period, wherein this latest decree mandates all travelers travelling from abroad to comply with a 10x24 hour quarantine period for those travelling from areas where the latest COVID-19 variant known as Omicron has been detected, or a 7x24 hour period for travelers travelling from countries where Omicron remains undetected. The Indonesian COVID-19 Task Force has issued Circular No. 1/2022 on health protocols for overseas travel during the COVID-19 pandemic. The Circular mandates a temporary ban on the entry of foreigners from 14 countries where the latest COVID-19 variant known as Omicron have been detected. The Ministry of Home Affairs has issued Minister of Home Affairs Instruction (Inmendagri) No. 1/2021 on the implementation of PPKM Level 3 to Level 1 on the islands of Java and Bali, as well Minister of Home Affairs Instruction (Inmendagri) No. 2/2022 on the implementation of PPKM Level 3 to Level 1 in Sumatra, Nusa Tenggara, Kalimantan, Sulawesi, Maluku and Papua. Both instructions stipulate the extension of the prevailing lockdown policy in Indonesia, known as PPKM, for another two weeks or until January 17, 2022. To note, Inmendagri No. 1/2022 stipulates the implementation of PPKM level 2 in the capital city of Jakarta, as well as the major city of Yogyakarta and the whole island of Bali. The city of Surabaya however is still under PPKM level 1. increased lockdown level is due to the possible spread of the Omicron variant of COVID-19, which has thus far infected more than 100 people in Indonesia. The Ministry of Health has issued Circular No. HK.02.02/Menkes/1391/2021 on the prevention and mitigation of COVID-19 Omicron Variant (B.1.1.529). In order to prevent any potential outbreak of the latest variation of the COVID-19 virus known as Omicron, the Indonesian COVID-19 Task Force has issued COVID-19 Task Force Decree No. 1/2022 on Entry Point, Quarantine Zones and mandatory RT-PCR for Indonesians travelling into the country from abroad. Indonesia continues on a 22-month trade surplus streak as of February 2022. According to data from the Indonesian Central Statistics Agency, Indonesia saw its exports rose 34.14% (y-o-y) on February 2022 or about US$20.46 billion. This increase was mainly due to the rise in global commodity prices, particularly oil, coal and palm oil. The Indonesian Government will be taking massive steps to relax restrictions in response to the improving situation in regards to COVID-19 pandemic. To avoid long queues in the airport, the Ministry of Health has issued a statement that stipulates that all domestic travelers travelling by air must fill their electronic-Health Alert Card (e-HAC) prior to departure. The government has allocated Rp 456.62 trillion (about US$31.8 billion) to the 2022 National Economic Recovery program (PEN) budget. The Indonesian government is further relaxing its lockdown policy, citing the less severe health impact from the latest Omicron variant of COVID-19.
