Waste-to-fuel facilities in Citarum, West Java, nears completion

Two waste-to-fuel facilities being constructed in the Citarum Watershed area are nearing completion.  

 

The Ministry of Public Works and Housing (PUPR) recently visited the sites along with Representatives from Commission V of the Indonesian Parliament.  

 

The two Integrated Waste Disposal Sites (TPSTs), located in Bandung Regency and Bandung City, West Java, utilize refuse-derived fuel (RDF) technology to convert waste into energy source. 

 

The project, aimed at preparing alternatives to coal as an energy source, is part of the Improvement of Solid Waste Management to Support Metropolitan and Regional Cities Project (ISWMP) Program funded by the World Bank. It also aims to improve the performance of solid waste management in areas in Bandung that make up parts of the Citarum watershed. 

 

"The two TPSTs with RDF are expected to be able to process waste originating from domestic household and market activities with a capacity of 20 tons per day," said Asep Arofah Permana, a special staff to the Minister of PUPR for Inter-Agency Relations, said during the work visit on Monday, October 10, 2022.  

 

The first TPST-RDF, called Cicukang-Oxbow, is located at Jalan Inspeksi Citarum Cicukang in Mekar Rahayu Village, Bandung Regency. Built upon a 4,461.13 sqm area, the TPST covers about 10,000 households. Construction for the facility began in December 22, 2021. The Rp 11.7 billion facility was 84.19% finished and was slated for completion by December 11, 2022, Mr. Permana said.  

 

The second TPST-RDF, named Cicukang Holis, is located in Bandung City and stands above a 1,463.18 sqm area with a service coverage of about 4,800 households. Mr. Asep said the construction of the facility, which costs Rp 6.9 billion, was already complete and was currently being prepared for operations. 

 

Roberth Rouw, a Representative from Papua, said that the TPST-RDF should go some ways in alleviating the waste management issue in Bandung. He added that the PUPR Ministry should also ensure ease of access to the facility by constructing better roads leading into the TPST-RDF. 

 

Asep Kusumah, Chief of the Bandung Environmental Agency, said he was grateful for the construction of the TPST-RDF and pledged to optimize the use of the facility.
