IKN Status Clarified: Remains to be the New Capital City

State Secretary Minister Prasetyo Hadi has clarified the meaning of Nusantara Capital City (IKN) in East Kalimantan being designated as the political capital in 2028. Prasetyo stated that there is no change from the original purpose of IKN’s development.
“It remains the capital city of the state. What I mean is, if only the executive branch moves, then who will they meet with in meetings? It is not about becoming just the Political Capital or the Economic Capital,” Prasetyo said at the Parliament Complex, Senayan, Jakarta, Tuesday, September 23.
He elaborated that the definition of a political capital refers to the presence of the three political entities—executive, legislative, and judiciary—within the next three years.
President Prabowo Subianto previously signed Presidential Regulation (Perpres) Number 79 of 2025, which contains the plan for the development of the IKN area as the political capital in 2028.
Perpres Number 79 of 2025 on the Updating of the 2025 Government Plan contains the first stage in the National Long-Term Development Plan (RPJPN) 2025–2045 and the elaboration of the first year of the National Medium-Term Development Plan (RPJMN) 2025–2029.
The regulation also revises the previous rule, namely Presidential Regulation Number 109 of 2024 on the Government Work Plan. In its annex, it is stated that the planning and development of the area, as well as the relocation to IKN, will be carried out as an effort to realize IKN as the political capital in 2028.
The Perpres also details the IKN area, where the size of the core area and its surroundings reaches 800–850 hectares. Of this total area, 20% is allocated for the construction of buildings or offices, while 50% is designated for the development of livable, affordable, and sustainable housing.
